    "content": "The principal Act says: “A university Council shall, as soon as is practicable and in any event not later than three months after making a statute or regulation under this Section, submit it to the Cabinet Secretary for publication in the Gazette.” We are saying we need that to be deleted because statutes are instruments developed for internal governance of a university hence for autonomy purposes, universities need not seek the approval of the CS in order to make statutes and regulations.
