    "content": "Mr. Deputy Speaker, Sir, going through the list and given the criteria the Assistant Minister has given here, one fails to understand why, for instance, Busia County has 34 and Bungoma County 19 yet Bungoma County has a bigger population than Busia County. Under Bungoma County, Mt. Elgon has had only one person recruited in the past three years. This person is called Chemutai. Why can he not consider quota system for marginalized communities in this country? As it is, without quota system and affirmative action, then other communities will continue being marginalized in subsequent recruitments."
