    "content": "Mr. Speaker, Sir, on 20th July, 2016, the Executive Director of Human Rights Watch, Mr. Kenneth Roy, stated that extrajudicial killings in this country are sanctioned by top Government organs. He urged the President to acknowledge that this was the problem. Could the Chairperson tell us why the President has not responded either in the affirmative or otherwise so that we know whether top Government organs do or do not sanction extrajudicial killings in this country?"
