It is obvious that the Vice Chairperson and his Seconder do not want this Motion to succeed, in which case, they have an option but to withdraw it. The way it is now, it simply says ‘the Motion be considered.’ After the Motion is seconded, the Vice Chairperson can propose an amendment that the Motion be rejected. However, the way it is now there is contradiction as to what you are saying."
