Temporary Deputy Chairlady, I beg to move: THAT, Clause 15 of the Bill be amended by deleting paragraph (c) and substituting therefor the following new paragraph― (c) by deleting the words “public universities, establish” appearing in paragraph (d) and substituting therefor the words “Chairpersons of Councils of public universities, propose and establish for approval by the Cabinet Secretary and the Auditor-General”; This amendment seeks to clarify the provisions relating to the funding of public universities and the issuance of conditional grants to private universities. I propose that Members support the amendment as contained in the Order Paper."
