    "content": "tomorrow, that we try and transact as much business as we possibly can before this House breaks for Christmas recess. Mr. Deputy Speaker, Sir, it was anticipated that the Departmental Committee on Legal Affairs will have sat, deliberated and prepared a report with regard to the contentious issue of the additional constituencies’ boundaries and that the understanding, further, was that upon presentation of that report, that this House will then be able to move on to discuss and get on with the discussion on the Motion with regard to the putting in place of the Commission on the Implementation of the Constitution, commonly referred to as the CIC. Further, that this House would also put in place the Commission on Revenue Allocation. These were the minimum expectations by the HBC at least before we break for Christmas holidays. Therefore, this is why we feel it is important for us to have a Procedural Motion for us to be able to sit on a Thursday morning as opposed to sitting on a Thursday afternoon. Therefore, Mr. Deputy Speaker, Sir, I beg to move and ask hon. Kimunya to second that Motion."
