    "content": "Mr. Deputy Speaker, Sir, on this particular Motion, I wish to support the Motion by his Excellency the Vice-President. We need to get some of this Business out of the way. He mentioned two Commissions, but I want to emphasize the Commission on Revenue Allocation. According to Section 245, it is the one that will allocate resources between the counties and the national Government; between the county and the county governments. If we do not pass it, we will not have started the devolution that we have desired so much. Mr. Deputy Speaker, Sir, I beg to support."
