Madam Temporary Deputy Speaker, if the stolen cattle are seen somewhere for sale, the Government officer at that site must demand to see registration of the animals. This can also help for KRA. The whole system can be computerised by using ICT. Even when the young people take these cattle for dowry, the parents of the girl should demand for registration of these animals. Mechanical stamping will be a permanent stamp on the animals which cannot be removed. So, appropriate registration should be transferred to the new owner. Madam Temporary Deputy Speaker, finally, I would urge the Government or the Ministry of Livestock to create a regulatory department in the Ministry to regulate the movement of all animals in this country. That is the only way we can arrest this problem of cattle rustling. We should also put in place proper laws for regulating movement of animals in the country.
