Mobile schools for the migratory communities must also be established, because we have seen communities moving from place to place with their animals. There are innocent youths who could be engaged in learning in those areas. Therefore, the Government must put more resources into those areas. Madam Temporary Deputy Speaker, healthcare for those people is also very important. At times when they are injured, or when they fight one another, you find them dying. Health centres and dispensaries must be established in those areas. It is high time that the Government took healthcare programmes to those people. Due to the vastness of that region, and prevalence of cattle-rustling, we should have more police posts. More police posts and Administration Police camps must be seen to be established near the people, so that people who may be tempted to engage in cattle rustling can be discouraged by the presence of security personnel. Talking of security, new patrol vehicles must be given to those regions, and they must be provided with adequate fuel. It would be useless to allocate new vehicles to police stations and fail to supply them with enough fuel to make them run. It is, therefore, important to improve security in those areas. Madam Temporary Deputy Speaker, it is also critical that religious organisations play their critical role in investing in those areas. We have seen good work that has been done by the African Inland Church (AIC), the Catholic Church, the PCEA, the Methodist Church and the Evangelical Church. So, religious organisations could also direct their attention to those areas. They could invest in education by putting up boarding primary schools, boarding secondary schools as well as vocational training institutions. By doing so, they will be changing the way people live in those areas. Madam Temporary Deputy Speaker, electricity is very rare in those areas. We need to have electricity in schools, trading centres and even manyatas . We need to change the lifestyle of our people. So, this Report contains a lot of good things, which could be implemented to change the pattern of life of our people in those areas. Roads linking the shopping centres in those areas have not been given attention for quite some time. It is, therefore, important to invest in the road network to create proper communication and easy transport of goods. Justice in those areas is also a very rare commodity. The courts of law should be near those communities. People should not be walking 1,000 kilometres to go for litigation. Therefore, courts of law must be put in place, so that we change the lives of the people. Madam Temporary Deputy Speaker, porous borders have also been a problem. You realise that illicit small arms in this country are very many. Instead of seeing small arms, we should be seeing sukumawiki in those areas. We can see sukumawiki only by starting irrigation schemes, and the small arms will disappear. Therefore, I concur with the critical findings of the Committee and its recommendations contained in this Report. With those few remarks, I fully support."
