    "content": "Thank you, Hon. Temporary Deputy Speaker. I beg to move that the County Governments (Amendment) Bill (Senate Bill No. 4 of 2016) be read a Second Time. The initial County Government (Amendment) Bill (Senate Bill of 2014) was rejected by the National Assembly. It was because of the choice of the headquarters of county governments of Kirinyaga and Taita Taveta. As such, the Bill was referred to a Mediation Committee."
