    "content": "like sukuma wiki, cabbages and fruits. That will be an alternative way of earning an income and our people will move away from this menace of stealing animals. The security forces should also strengthen their presence in these areas. The Anti- Stock Theft Unit should be strengthened, their number increased, equipped and even be given small choppers, so that they can patrol the area. This will help to reduce the menace of cattle rustling. All these put together, in my view, will end this practice. We should conduct massive civic education through the vernacular radio stations. The Ministry of Livestock Development should craft certain advertisements in the vernacular radio stations to educate our people that this is a thing of the past and it is no longer tenable. The laws of this country have changed. We are in a new constitutional dispensation. We want our people to stop cattle rustling. If that can be done, this problem will be a thing of the past. With those remarks, I support the Motion fully. I hope the Government implements the recommendations in this report to the letter."
