"content": "earn a living. I want to propose that industries like Boots Industries be located in the ASAL areas. We can also locate meat factories in such areas. It is needless to locate a meat factory in Nairobi where there are no cattle being reared. We need to re-locate the meat factories to the ASAL areas, so that once the abattoirs and the meat factories are there, they can employ the youth in such areas. I am sure sisal industries can also be located in such dry areas because I am aware that sisal does not require constant rainfall or a lot of rainfall. If we can plant sisal in such areas, we can also have sisal industries. Mr. Temporary Deputy Speaker, Sir, just like other colleagues have said, we can introduce tracking systems in our cows; we can put them even in their ears or whichever area which can enable the police force to track the stolen cows. If one steals a cow and he is sure that the police force will catch up with him, he will not actually attempt to steal it. So, this system will definitely reduce cattle rustling in such areas. Mr. Temporary Deputy Speaker, Sir, I want also to add just one thing which some of my colleagues or the past contributors have actually not talked about. The Government is supposed to protect the lives of its people. A Government that does not protect its people is a failed government. We should actually put it to the Government that they must take care and protect the people who are living in areas where cattle rustling is rampant. We cannot allow one who has stolen a chicken to get 20 years and one who has stolen 100 or 200 cows to go scot free. This is actually very, very unfair and we need to introduce stiffer penalties for those who are involved in cattle rustling. Mr. Temporary Deputy Speaker, Sir, I want to conclude by saying that cattle rustling should also not be politicized. It should actually come out clearly as cattle rustling and it should not be politicized by the politicians. It is the leaders who are supposed to sensitize their people not to involve themselves in cattle rustling. They are also not supposed to encourage their people to go roaming and steal and then come to Parliament and hit back at the Government. So, I would actually like to say that we, as the leaders, should sensitize our people and we should mobilize our people to let them know that cattle rustling is illegal.
