"content": "must provide water and education. They should take civic education there so that people can be aware that, that culture is bad. I want to thank the many people who assisted us when we were going round. There are some NGOs like Action Aid, World Vision, Institute for Security Studies (ISS), PCEA Church, National Focal Point on Small Arms and Light Weapons, Amani Forum, the Catholic Church, PCs and DCs who played a very great role as we went round. They got for us the people who had facts on this matter and we met them. We spoke with them and they said that if the Government was very serious in eradicating the menace that has tormented Kenya for 40 years, it is very simple. They only need to provide a good communication and road network. They need to provide schools for those people. They can build a school that could be shared by different communities so that as children grow up, they grow up knowing that they are brothers and sisters. In this case, we just live for the sake of living. For the past 40 years, there has been no change at all. There are no roads. The impact of CDF is very little. Unless the Government comes up with proper ways of investing and putting money there, there is nothing that will bring those communities to the level of other people. There are other things that we saw in Botswana while we were there. That is the zoning of some areas. For example, when we have counties, we should zone some areas and fence them, so that animals from one region do not move to another place. Zoning protects livestock from diseases. Cattle rustlers are not able to disturb people or steal animals. I still urge the Government to send a delegation to Botswana to see what happens there. Collective crimininalization and punishment for an entire community may be charged with generalized criminal behavior. The Kenya Anti-Stock Theft Unit is an amorphous and un-transparent group that is not governed by any specific statute outside the Police Force. I am saying that because ASTU has been placed in strategic areas which do not have those problems."
