    "content": "Clause 43 provides for all transfers and dismissals to be effected by the Commission. This will remedy the current unregulated and punitive transfers in the public service. The transfers will also take into account the interests of children of the officers if the affected officers have children. Authorised officers will not have authority to dismiss public officers."
