Unless such measures are put in place by a well organised institution like the PSC, it will be very difficult for us to deal with that problem. It is the responsibility of the PSC to determine the instruments and procedures to be followed by the Public Service. It is their responsibility to determine the needs of staff. They should make projections of the number of staff they will require in the next 10 years. They should also look for adequate compensation to ensure retention of personnel. Doctors have left our country to look for greener pastures in countries like South Africa, Botswana and Namibia. It is a shame that our properly trained medical officers are now moving to countries with small economies, but which can hire expatriates. That must be looked into. We must have a unit that benchmarks with the developed countries to find out how they manage their personnel. They should also find out how they have dealt with the challenges to do with staff so that as we provide good education from high school to universities, we produce good people who are well trained and can contribute to the society and in nation building. The PSC should also come up with mechanisms of ensuring that it gets jobs for young people and retain them. There should be continuous review of what is required of them and the kind of support and appropriate training that they need. If we continue having the analogue PSC, and public servants who cannot boot a computer, we will not move forward. The PSC should be empowered and given appropriate legislation that will make them fully functional to ensure that Kenyans are properly served. With those few remarks, I support."
