    "content": "Hon. Deputy Speaker, schools are receiving funds and are expected to increase literacy levels in our country, but the funds are being misused. World bodies like the UNESCO, the British International Aid and the World Bank have given us money, but if we continue misusing it, we will not do well. We can have bursars in secondary schools, colleges and other institutions who can look after these funds. They must be trained. That again goes down to school boards, which are run by county governments."
