Time and again, head teachers divert their attention because they need their institutions to have a new face or to run smoothly through the National Government Constituencies Development Fund, (NG-CDF), the Members of Parliament or the free primary education funds. For this reason, the performance of our pupils has been going down every year. This is a very good idea. If bursars are responsible for the finances, head teachers will have time to perform their key mandate and the Government can question them on performance if it goes down."
