If the drafter could have another idea, because I was looking at it possibly being very expensive for every primary school to hire a bursar, we could have a situation where maybe in a division, we hire two or three bursars to manage the funds of the schools in the division. We must also put in mind that the wage bill in this country has been huge and we must be sensitive any time we want to increase it."
