    "content": "Thank you, Hon. Temporary Deputy Chairman. First, I confirm that I come from Homa Bay County which is the county of wrestlers and we also wrestle with many other things. I would like to support this particular amendment by the Committee Chair. Indeed, what Hon. Duale said is true and it is what informed the Committee. We were trying to tame the discretion of the judge. So, we were removing discretion but giving the judge yet another thing of saying whatever they think is reasonable but, at least, deleting the discretion. Therefore, I support this particular amendment."
