    "content": "On a point of order, Mr. Speaker, Sir. It is in respect of the important last comment by the Chairperson of the Committee on Finance, Commerce and Budget, that after his Committee ordered for arrest, the Governor of Vihiga went to court and got an order to stop his arrest. Under the Constitution, this Committee is vested with the powers of the High Court. It was sitting as a quasi judicial organ. If it is vested by the powers of the High court, is it possible that another High Court can veto a decision of the Committee? Mr. Speaker, Sir, it would be important that you make a considered ruling. I do not see a situation where the High Court sitting in Kakamega can make a decision about a criminal, who then goes to the High Court in Mombasa, which issues orders as it is an appellant. Mr. Speaker, Sir, we ask you to make a decision so that we know whether the powers of the High Court that we have given under Article 125 of the Constitution are subordinate to the powers of the High Court as provided for in the same Constitution. I thank you."
