    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) It is true that Mr. Samuel Munga Kariuki, who is alleged to have rescued two persons from drowning in Chinga Dam, Othaya Constituency, on an unknown date and time, was not recruited into the Kenya Defence Forces (KDF) during the recently concluded recruitment exercise, according to our record. However, the Ministry of State for Defence was not aware of any arrangement or agreement to have Mr. Samuel Munga Kariuki recruited into the KDF since we were not privy to the alleged earlier commitment by the Central Provincial Commissioner on the matter. Suffice to say that the military has well defined rules and procedures for carrying out recruitment exercises countrywide. This negates external influence whatsoever at all levels while, at the same time, promoting equal opportunity for all Kenyan citizens."
