    "content": "Mr. Speaker, Sir, it is true that the contents in this Statement are for the TTCs. Separate guidelines were given to secondary schools. The total for secondary school fees is Kshs54,000, against that of TTCs which is Kshs64,472. It can be paid in three installments. These institutions need to collect this money because they cannot run without this it. This amount was arrived at as a result of there being a commission which was appointed by the President and all the stakeholders agreed that this amount of money be paid. As far as the issue of Mpesa is concerned, I have evidence that secondary school fees are also paid using Mpesa. Recently, they were advised by the Cabinet Secretary to follow and ensure that the money reaches the administration. I have done justice to your question."
