    "content": "Hon. Temporary Deputy Chairman, I beg to move: THAT, Clause 7 be deleted and substituted with the following new clause— Amendment of section 7. Section 20 of the principal Act is amended— 20 of No. 42 of 2012. (a) in subsection (1) by deleting paragraph (c) and substituting therefor the following new paragraph (c) — “(c) may develop its new academic programmes for approval by the Commission in accordance with this Act”; (b) in subsection (1) by deleting paragraph (e) and substituting therefor the following new paragraph (e) — “(e) may only award degrees, including postgraduate degrees and honorary degrees”. (c) by inserting the following new subsection immediately after subsection (3) — “(4) A Letter of Interim Authority under section 16 shall apply mutatis mutandis to institutions established under subsection (3)” This is because a Letter of Interim Authority cannot be equated to a charter."
