(1) Notwithstanding the provisions of section 44, mechanism for identification of the Commission shall put in place a complementary voters mechanism for identification of voters that is simple, accurate, verifiable, secure, accountable and transparent to ensure that the Commission complies with the provisions of Article 38 of the Constitution. Hon. Chairlady, I want to drop Subclause (2) because there was no consensus. I want to retain Subclause (1) because it was agreed by the Committee.
