    "content": "Hon. Speaker, I do not want to interrupt my good friend Daktari, the Chair of the Departmental Committee on Health. The Report she is attempting to move is talking about American military forces in the Departmental Committee on Health. We are in a Special Sitting of Parliament. This is how we pass bad laws for our country because nobody is even interested. I have had a casual look at that Report. It authorises the American military to do some research in our country. We need time to read it and not in a Special Sitting. This is bio-technology. We cannot come here on a Special Sitting to talk about something which may have serious and adverse effects on our people and casually pass it. So, we should oppose it because it cannot be done in a Special Sitting. Thank you, Hon. Speaker."
