    "content": "Hon. Speaker, I tend to concur with the Members who spoke earlier on. As much as this Bill has to deal with health, there is an element of foreign affairs and defence in it. The input from the Departmental Committee on Defence and Foreign Affairs, just like the British Army Bill that we had about Nanyuki, you will not just look at it in isolation. There are issues of defence and foreign affairs. So, it is also important that that committee gives its input even as they prepare to give a full Report."
