    "content": "Hon. Speaker, in the Kenyan situation, the Ministry of Health is in charge of health matters. In the American situation, it is the Ministry of Defence. However, with regard to consultations, as a Committee, we have done our best in terms of public participation, including publishing in the national dailies and asking for any memorandum. There is no memorandum that was presented to us. In terms of consideration, participation was done to the best of our ability, including an invitation to the Cabinet Secretary for Foreign Affairs."
