    "content": "Fund. I want to plead with the incoming Commission if this House approves its appointment to re-evaluate the existing formula that the outgoing Commission came up with. More so, they should stop generalising or making counties the focal points of accessing the poverty index. Nairobi County will not benefit from the Equalisation Fund. But if you look at constituencies with slums like Mathare, Mukuru kwa Njenga and Kibra they will benefit from Equalisation Fund. Therefore, I want to plead with the incoming Commission to make the constituencies the focal points to benefit from the Equalisation Fund. If a county has got five or 10 constituencies and two or three do not qualify, they should not cut out the entire county."
