    "content": "With respect to county financial management matters, although the fiscal performance of county governments has been improving over the last two years, the 2017/2018 Budget Policy Statement (BPS) has raised critical concerns on the ability of county governments to raise their own revenues noting that a number of counties are having challenges in revenue estimation and collection. It is reported that local revenue collection has been lagging below 70 per cent over the last two financial years. There is little diversification to different revenue sources with counties relying mostly on national Government transfers. My Committee also notes that there are large unutilised funds at the end of financial years with a huge proportion of those funds being pending bills. For instance, in 2015/2016, the total unutilised funds at the end of the financial year amounted to Kshs48 billion with Kshs37 billion being pending bills. That must be a matter of concern."
