    "content": "I wish the CS would come up with a clear description and definition of the roads to be tarmacked. We must allocate resources for these roads for the simple reason that, year in, year out, we spend resources murraming roads and when it rains we murram them again. We have to be brave and decide whether we are going to tarmac our roads even if it is just five kilometers per every constituency. That is something we must do because it will create jobs at the local level and optimism in our country. It will ensure that we deliver what we should."
