    "content": "Thank you, Hon. Speaker for allowing me to contribute to this Motion. At the outset, I thank the Chairman and Members of the Budget and Appropriations Committee for the efforts they put into this Budget Policy Statement. I happen to have appeared before the Budget and Appropriations Committee to read the statement for the Health Committee. They have done a good job because many of the recommendations that were done by the Departmental Committee on Health have been captured. The Ministry of Health needs to review the structure of its programs to ensure that some which have similar outputs and outcomes are placed under one programme. We also looked at the Ministry of Health allocating funds to programmes that have already been devolved. We put it very clearly and I thank the Committee for that clarity. In the Ministry of Health, they put budgets of things such as promotion of health care and environmental health functions such as refuse collection and dams, solid waste disposal and other issues that have been devolved. On several occasions we have engaged the Ministry and told them very clearly that going forward, the Committee will not support programmes that have been devolved.
