    "content": "It is noteworthy to say that the allocation to the devolved units is quite substantial. Again, we are seeing over Kshs291 billion being allocated to the devolved units. As we have said, and I know this is the feeling amongst most of us, devolution is a good thing. Across the country, we have seen the kind of transformation that devolution has made. If you look at a county like mine, we can attest to the fact that a lot of infrastructure that had not existed before due to lack of funds is being done. Development that had not been seen before in spite of the wastage is being done."
