    "content": "I want to submit that the issue of time, as we know it in the Standing Orders, during the normal session does not apply today. Secondly, today is also unique in the sense that we did not start the normal session at 9.30 a.m. but at 12.00 O’clock. The only time we can be said to be out of time is midnight because 12.01 a.m. will be the next day."
