The majority can still have their way but we will have passed a legislation that is so highly contentious and may hurt our political economy. We should accept the reality, which is the next Order on delegated legislation, it does not matter whether it is considered or not, it is dead matter. The regulations are not there and the law cannot be applied. So, whether we do it or not, it is dead because we are going to reject it."
