Secondly, under the Police Act, it is the duty of the police to protect Kenyans and their property. I am not saying that it is not the duty of the police to protect the Members of Parliament. It is the duty of the police to ensure that the Members of Parliament access Parliament. We have had occasions where goons and other people had been stationed in the roads to make sure that Members of Parliament do not access Parliament. Police have a duty to make sure that the roads are clear for us to access Parliament. The rules are not being operated in a vacuum. The police were acting on the experience they had with the Lower House where the debate on this Bill degenerated into physical fights. Members conducted themselves in a very dishonorable manner. However, I agree with my colleagues that this is a very dignified House. At no time has there been a physical fight between one Senator and another. However, the police might not know the difference.
