    "content": "Mr. Speaker, Sir, thank you for your direction. You should have mentioned that there is a case pending in court on this matter before we proceed to vote. However, that is not my issue. There is a pending constitutional Bill that has been omitted from the Order Paper today. I do not know the wisdom behind it because it concerns counties more than anything else. That is the one on the Equalisation Fund. Mr. Speaker, Sir, this Senate has spoken loudly about this issue. The national Government is already distributing what they call projects under the Equalisation Fund because we have never bothered to pronounce ourselves. In your directions, can you order the next time the Bill is before the House for a Division, we should pronounce ourselves. Thank you."
