    "content": "AND WHEREAS,the National Assembly approved the appointment of Messrs. Patel Suresh and John Kioli as Members of the National Climate Change Council and rejected the proposed appointment of Ms. Cynthia Wechabe and Dr. Jane Mutheu Mutune to the National Climate Change Council; NOW THEREFORE, in accordance with the provisions of Section 7 of the National Climate Change Act, 2016 and Standing Order 41 of the National Assembly Standing Orders, I hereby convey the said decision of the National Assembly to the Senate for concurrence\". Hon. Senators, this Message was received on 23rd December, 2016, at a time when the Senate was on recess and pursuant to Standing Order 40 (5), I transmitted the Message to every Senator, vide letter Ref. SEN/L&P/MSG.2016 (66) dated 28th December, 2016. Hon. Senators, the vetting of nominees to the National Climate Change Council was done jointly by the Standing Committee on Land and Natural Resources and the National Assembly Departmental Committee on Environment and Natural Resources. As you may recall, on 28th December, 2016, the Chairperson of the Standing Committee on Land and Natural Resources tabled the Report on the vetting and gave the necessary Notice of Motion on the same. I, therefore, direct that the Motion be prioritized for debate when the Senate resumes its regular sittings for the Fifth Session. Thank you. Next Order!"
