    "content": "Mr. Speaker, Sir, for the record, this is important for Kenyans to appreciate that we are voting manually, results are announced manually but it is only the question of transmission of results that has been provided for by this Bill. Mr. Speaker, Sir, as a Committee----, my recommendation as a Senator is that the regulations that are going to ensue in Article 109 will be able to capture all the proceedings that we have discussed here as to; when do you resort to the complimentary system that we are going to apply.
