"content": "Thank you, Mr. Deputy Speaker, Sir. When I look at the law as was done by the Committee Chaired by Sen. Orengo and Sen. Kiraitu, I do not see any contradiction at all that requires this amendment. In any case, Section 44 (5) states clearly that:- “The Commission shall for purposes of this Section and in consultations with relevant agencies, institutions and stakeholders, including political parties, make regulations for the implementation of this Section, and in particular providing for:- (b) testing and certification of the system; (c) mechanisms for the conduct of a system of audit; (d) data storage and information security.” Mr. Deputy Speaker, Sir, if there are regulations done by the Commission in consultation with relevant agencies dealing with those three things, then, we do not need an amendment which introduces discretion. In Government, discretion is a dangerous matter. This amendment states that notwithstanding the provision of Section 39 and 44--- In other words, it ignores Section 39 and 44 and produces a discretion which is contrary The electronic version of the Senate Hansard Report is for information purposes only.
