    "content": "Dr. Eliud Wabukala Wamukekhe as Chairperson of the Ethics and Anti-Corruption Commission. Hon. Speaker, the Committee conducted vetting and hearing process and took into account the requirements of the law in the process of the appointment. As a background, the position of the chairperson of the EACC fell vacant following the resignation of the immediate former chairman, Mr. Philip Kinisu. Thereafter, the Public Service Commission invited application to fill the position through the print media on the Commission‟s website on 7th September 2016. The Commission reviewed applications that were received, but in the first instance it was not able to complete the process and, therefore, the positions were re- advertised on 10th October 2017. A total of 123 applicants were shortlisted following the re-advertisement process and interviews were conducted on 17thNovember 2016. The Commission requested all shortlisted candidates to obtain and present to the interview panel clearances from institutions such as the Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB), Directorate of Criminal Investigation (DCI) and Credit Reference Bureau (CRB). The Panel also adhered to all provisions of the Constitution of Kenya with regarded to merit, gender, ethnic and regional diversity. The Panel also considered reports from the National Intelligence Service (NIS) and the submissions of concerned citizens on two candidates, which were considered by the Panel but lacked merit. Prior to the vetting hearings, the public was duly involved pursuant to Section 6(9) of the Public Appointments (Parliamentary Approval) Act and notice was issued requiring that any person may, prior to the approval hearing and by written statement on oath, provide the Clerk with evidence contesting the suitability of a candidate to hold the office to which he has been nominated. Advertisements were also placed in the print media on Thursday 22nd December 2016. Subsequently, as required by Article 118 as well as the Standing Orders, the general public was notified through the print media by the Clerk of the National Assembly of the intention of the Departmental Committee on Justice and Legal Affairs to conduct the vetting and approval of the nominee on Thursday 5th January. The Committee also, through the Clerk‟s Office, invited submissions from the public on suitability or otherwise of the nominee for appointment to the position of the Chairperson of Ethics and Anti-Corruption Authority (EACC).
