The challenge, according to him, of corruption in Kenya is cultural orientation of the Kenyan people, different political persuasions, ethnicity, and poverty which has undermined the war against corruption. As to whether he is an independent candidate for the Chairperson position and the strategy he would pursue, he informed the Committee that he is his own man and that he would not entertain interference with the institution. He promised to apply the law and regulations to realise the Commission‟s mandate. By his sense of patriotism, he will seek to build healthy partnerships with all stakeholders, who he will bring on board. He did not put timelines on what he may be able to deliver in his first early days in office because he will first need to conduct an induction, if his appointment is approved. He has no potential conflict of interest. He also has no interest in any business of Government as he has not participated in any procurement of services or tenders in Government. Hon. Speaker, having considered the curriculum vitae of Archbishop (Rtd.) Eliud Wabukala Wamukekhe, and his submission during vetting, we made the following observations: Archbishop (Rtd.) Eliud Wabukala Wamukekhe was born on 26th June 1951. He holds a Masters Degree in Theology from Wycliffe College - University of Toronto. He holds a Bachelors Degree of Divinity from St. Paul‟s University. He has actively participated in national issues, notably peace initiatives after post-election violence and the steps towards attaining the Constitution of Kenya, 2010. He is currently the Chairperson of the National Anti-Corruption Campaign Steering Committee (NACCSC) having been appointed by His Excellency the President of Kenya on 14th August 2009. Previously, he served as a member of the NACCSC for five years. He also served as a Bishop of the Anglican Church of Kenya (ACK), Bungoma Diocese. He oversaw the expansion and development of Bungoma Diocese, putting up schools and institutions of training in addition to economic empowerment of the community. He is a former Chairman of the National Council of Churches of Kenya (NCCK), where he was responsible for the growth of the council to a turnover of over Kshs1 billion. He has risen through the ranks as a teacher in primary and secondary schools to being a lecturer and academic dean of St. Paul‟s University and the Archbishop of the ACK. He has also served as Chairman of St. Paul‟s University Council and a member of the board of Sang‟alo Institute in Bungoma County. As a chairperson of the NACCSC, he established 22 anti-corruption committees across the country. In community service and pro bono activities, he has assisted in payment of school fees for less-privileged children. He is also involved in other philanthropic activities through charitable foundations. After the approval hearings, the Committee made the following findings: Archbishop (Rtd.) (Dr.) Eliud Wabukala Wamukekhe has the requisite qualification and experience in the domains of ethics and anti-corruption. According to the records and information availed to the Committee, he has never been implicated in any issue that may lead to question of his integrity. The candidate exhibited impressive knowledge on topical issues including demonstrating understanding of administration and management competencies required to address the challenges facing the Ethics and Anti-Corruption Commission (EACC).
