Just before I propose the Question, I think it is good for me to remind the House that earlier this morning, you passed two Motions, one of which was numbered (a) dealing with this particular Motion in which you limited debate to a maximum of two hours and the chairman of the Committee to 20 minutes in moving and any other member, including the Leader of the Majority Party and the Leader of the Minority Party, to have a maximum of five minutes and that five minutes before the end of the two hours, the Mover will be called upon to reply. So, please take note that you have five minutes within which to make your point. I proceed to propose the Question."
