The Minister, in her answer, said that the Ministry has interrupted the construction of dispensaries and health centres in order to leverage funds from the CDF. She clearly knows that the Central Government cannot abrogate its role on development. The CDF is there to supplement. Why does she want us to believe that the CDF is there, to substitute Government development projects?"
