I was stressing a very pertinent issue that National Assembly is the only institution, under the Constitution, which has a sole mandate to determine the Budget. It is unfortunate that the Executive, through the National Treasury has attempted, over time, to usurp that very key mandate of the National Assembly. We are alive and we are aware that there is a circular which has been issued by the CS for the National Treasury, of late. That circular in essence is making it impossible for the National Assembly to play its constitutional role of determining budgetary allocations. The CS has purported to direct officers under him not to come before Parliament and seek Parliament’s authority in determining allocations to various departments. That is an issue---"
