    "content": "Having gone through the Report, the Commission was satisfied that other than Mr. Michael Rotich Sialai, EBS, none of the other four applicants met the minimum qualification requisite for appointment as a Clerk of the National Assembly. The Commission was alive to the fact that the Office of the Clerk of the National Assembly is of high calling. Therefore, notwithstanding that, having been satisfied that Mr. Sialai had met all the qualifications and could be recommended for appointment as the Clerk of the National Assembly, based on its perusal of his CV and testimonials, the Commission sought to interact with him to ascertain the suitability for the appointment to the said position."
