    "content": "Finally, it also says that, and it is a risk statement, that it shall ensure that appropriate risks are transferred to the private party. Governors are elective officials in the county government. The governor may want to engage the county government on behalf of its citizens for a project whose risk is entirely in the hands of the county government. This Bill regulates that whatever happens, the governor must ensure that the risk lies with the private party not the county government. Therefore, this Bill has taken all conditions of investment into account."
