    "content": "Hon. Temporary Deputy Speaker, I will take one minute to educate you on “theft” and “rustling”. Stealing is where you steal one cow and just disappear. But, cattle rustling is where you have about 20 people going to raid thousands of animals; 20, 50 or more animals. Theft happens everywhere. It is a case where we have two young men, who are not educated or not going to school, who raid Turkana or Marakwet and just steal animals. The problem is they kill when they encounter opposition.
