    "content": "cases must people who can be patient and take time to counter-check the information that is received. There is another thing happening mostly in the rural areas where there are a lot of rape cases. I have heard some Members and colleagues here raising it. This is to do with out-of-court settlement. One reason why this happens is because of poverty. The other reason is intimidation. The people who commit this offence go and see the chiefs or assistant chiefs. They use them to intimidate these people that if they raise that matter then this will happen to you. These are all issues that must be addressed. That is why the investigation must be thorough enough. The poor should also help. The chiefs should not use their positions to intimidate those victims. With those few remarks, I support the Bill."
