"content": "I now address myself also to the proposed amendment on the Persons with Disabilities Act. There is a comprehensive proposed amendment on that Act. I do not know why they want to bring it in here now in the Statute Law (Miscellaneous Amendment) Bill. This is a piecemeal amendment. We had proposed a comprehensive amendment to the Act, but that Bill is yet to come to the Floor of this House. I do not know what we are going to achieve by this, but I believe that if we can do it in the Act itself, we will achieve much more than what we want to in this amendment. I believe this Statute Law (Miscellaneous Amendment) Bill is what has derailed the implementation of that Act. This Act was enacted in 2003 and took a very long time to come into force. In fact, the first time it came into effect was in 2010, which was seven years down the line and yet, there were people with disabilities who needed services prescribed in that law. I believe that the amendment we have proposed in the Act should take precedence to this amendment that has been proposed in this Statute Law (Miscellaneous Amendment) Bill."
