    "content": "Therefore, I support this Bill and empahsise that this Board should comprise of people who are beyond reproach. They should be ready to vet and give licences to people who are capable of producing results. When we decide to plan for a water system, we must ensure that it is successful. It should not be a white elephant project. We do not want to construct dams in a way that we have dry river beds which will never collect any water. This is because we will be wasting resources. We should engage qualified people, use proper equipment and direct the right resources in order to achieve cost-effectiveness. We should use the least resources to get whatever we need under these circumstances. I support the Bill."
